The Centre for Employment of Persons with Disabilities (CEPD) has lauded the government’s 2025 budget, calling it a “Super Inclusive Budget” and an “unprecedented milestone” in Ghana’s Fourth Republic for prioritising the rights, economic participation, and well-being of persons with disabilities (PWDs).
The CEPD highlighted several key aspects of the budget which was presented to Parliament on March 11, 2025:
1. Increased Funding for Disability Support: A 40% increase in the Disability Fund to enhance access to healthcare, education, and assistive technologies.
2. Employment and Economic Empowerment: Tax incentives for businesses employing Persons with Disabilities (PWDs) and a new PWD Entrepreneurship Fund to promote self-sufficiency.
3. Accessible Infrastructure and Transport: Dedicated funding to ensure PWD-friendly public buildings, roads, and transport systems.
4. Expanded Social Protection: The Livelihood Empowerment Against Poverty (LEAP) programme now covers more PWDs, and a Universal Assistive Devices Scheme will provide essential mobility and communication aids.
5. Education and Skills Development: Scholarships, specialised training centers, and expanded vocational programmes to equip PWDs for the modern workforce.
The CEPD stated that this budget marks a turning point for disability rights in the country, setting a new standard for future administrations.
The organisation commended this historic commitment and urged full implementation to translate these policies into meaningful change.
“We stand ready to collaborate with stakeholders to ensure that true inclusion, equity, and social justice become a reality for all,” the CEPD said in a statement.
