This follows the official announcement that the Ministry of Education (MOE) and the Ministry of Health (MOH) will open their respective recruitment portals this month.

The Ministry of Education portal is scheduled to open on April 10, 2026, while the Ministry of Health will follow on April 16, 2026, providing a critical window for graduates with disabilities to enter the formal workforce.

This dual recruitment drive arrives at a time of heightened advocacy and persistent demands for employment justice within the disability community.

It follows a series of high-profile engagements and a protest where unemployed PWD graduates marched to the Presidency and key ministries, including the Ministry of Employment and Labour Relations and the Ministry for Gender, Children and Social Protection, to present petitions.

These protestors highlighted the systemic barriers and “architecture of exclusion” that have historically kept qualified persons with disabilities out of public sector jobs despite their academic and professional credentials.

Central to the NCPD’s current strategy is a push for the enforcement of the five percent (5%) employment quota for persons with disabilities.

The Council, led by Board Chair Mr. Frederick Assor, is currently in active discussions with both the Ministry of Education and the Ministry of Health to ensure this allocation is strictly honoured.

This quota is rooted in a standing presidential directive from President Mahama, which aimed to reserve a specific portion of public sector roles for the disability community – a promise that advocates say has faced inconsistent compliance across various state agencies over the years.

However, the opening of these general recruitment portals brings back the debate over the best path toward inclusive employment.

Many graduates with disabilities continue to demand a separate, dedicated employment policy rather than being required to compete through general portals alongside non-disabled applicants.

Proponents of this reform argue that general portals often contain inherent accessibility barriers and do not account for the systemic biases and “delayed life transitions” that frequently disadvantage PWDs in a mass-competition environment.

For these advocates, a separate recruitment pathway is the only way to ensure true equity and dignity.

To safeguard the interests of applicants during these cycles and to monitor the 5% quota, the NCPD has established a centralised tracking and coordination mechanism.

All PWD applicants are required to submit their details to a designated coordinator after completing their online applications to facilitate necessary follow-up with the respective ministries.

The Council has specified that all details should be sent via WhatsApp only to Theresa Simpi at 0597772257, emphasising that no voice calls will be accepted on this line.

As these portals prepare to open, the NCPD is calling for a sense of urgency among all qualified persons with disabilities seeking careers in teaching or the health sector.

For the graduates who stood on the streets in protest just weeks ago, these recruitment windows represent more than just job openings; they are a direct test of the government’s sincerity in enforcing presidential directives and moving beyond rhetoric toward genuine social inclusion and economic justice.

  1. What of those of us who couldn’t even apply or have partial application ( I am able to save my details but I wasn’t able to upload my certificates due to inconsistent of the portal and earlier closure)
