The Ghana Statistical Service (GSS) launched its highly anticipated Governance Series, Wave 2 report on November 18, 2025, at the Assemblies of God Headquarters Auditorium in Accra. The report provides critical insights into citizens’ lived experiences concerning governance inclusion, exclusion, bribery, and corruption across the country.

Following the launch, the Ghana Federation of Disability Organisations (GFD) has compiled an exclusive analysis focusing specifically on the experiences of persons with disabilities (PWDs), who constituted a significant proportion of the respondents in the nationally conducted study.

The GSS Governance Series tracks progress on key Sustainable Development Goal (SDG) indicators, specifically 16.5.1 (bribery prevalence) and 16.7.2 (inclusive governance). The data offers a crucial look at how PWDs interact with public officials and their perception of inclusion in national decision-making processes.

The survey utilized the Washington Group Short Set of Questions (WGSQ) on Disability, covering all six domains of functional difficulty: sight, hearing, physical, intellectual, self-care, and speech.

The Head of Monitoring & Evaluation and Research at the GFD, who compiled the exclusive report, commended the GSS for its consistency in integrating the WGSQ into important national surveys since its initial introduction during the 2021 Population and Housing Census. This consistency ensures that data on disability is standardized and comparable, providing a clearer picture of the challenges and opportunities facing PWDs in governance.

The GFD’s analysis is expected to highlight specific areas where PWDs face systemic exclusion or vulnerability to corruption, providing a necessary foundation for targeted advocacy and policy reform aimed at achieving true inclusive governance in Ghana.
